Two Carrier's Exiting Michigan Market

Effective January 1, 2026 two carriers have announced their exit from the ACA Individual Marketplace for the 2026 plan year.

HAP CareSource

HAP CareSource entered the ACA Marketplace in 2025 having only offered their off-exchange business prior.

According to HAP:

"After extensive analysis and collaboration with CareSource and the Henry Ford Health leadership team, we have determined that continuing participation in the ACA Marketplace is no longer a viable line of business.

As a non-profit organization, our mission is to serve our members. Staying in the market would have resulted in significant risk, which would have jeopardized our ability to support the broader population who rely on us.

Let me be clear—this decision does not reflect instability in our other product lines or HAP’s overall commitment to the market. On the contrary, we are making this move to protect the strength of our broader portfolio and reinforce our commitment to affordable, high-quality care."

Ambetter Health

Ambetter Health plans became available to Michigan residents on the Health Insurance Marketplace starting in late 2020, with the first official availability announced in October 2020 for the beginning of open enrollment in November.

According to Ambetter:

Beginning January 1, 2026, Ambetter Health will not be offering health plans in Detroit, Michigan. As a result, Ambetter Health will be exiting Macomb, Monroe, Oakland and Wayne counties for plan year 2026.

The last day of coverage for client(s) currently enrolled in an Ambetter from Meridian Marketplace (on-exchange) or off-exchange plan in Detroit is December 31, 2025. It’s important for members to continue making their premium payments to ensure their coverage remains active through the end of the year.

Impacted members will receive a communication from Ambetter from Meridian with information about the Detroit, Michigan exit.

Members will need to choose a new health plan from a different issuer during the upcoming Open Enrollment period beginning Nov. 1, 2025. To avoid a gap in coverage, they must enroll in a new plan by Dec. 15, 2025.
